The storm took aim at Mexico’s northeastern coast and threatened to push oil from the Gulf spill further inland along the U.S. coastline. Forecasters said the storm could become a hurricane later Monday or Tuesday.
The National Oceanic and Atmospheric Administration is expecting 14 to 23 tropical storms, including eight to 14 hurricanes, during the Atlantic season. That’s well above the historical average of six hurricanes.
